Allow users to be moderators

Description
The admin should be able to give certain users that they trust moderator like abilities such as being able to delete images; Moderator like abilities could either be added and stay with the user until the admin removes the abilities or could be set for a certain amount of time, such as two weeks.
Example -
Shish goes to Greece for two weeks; velocity37 notices spamming in Shish's testbed with futarinari; luckily Shish gave velocity37 the ability to be a moderator for the two weeks he was gone so velocity37 is able to delete the images.

Moderators should also be able to delete comments.
Example -
No one is paying attention to the site and some bots flood the comments with ads for various sundry products. Luckily velocity37 still has mod powers from before, so he is able to delete the comments.
